First-Time Buyer Programs in South Carolina
There is real down payment help available in this state, and most of what is written about it misses the single most important thing: it is first-come, first-served, and it runs out. Understanding the calendar matters more than understanding the paperwork.
The money runs out, and faster than people expect
South Carolina’s Palmetto Heroes programme offered ten thousand dollars in forgivable down payment assistance to public servants this year. Applications opened on 16 March 2026. SC Housing closed the 2026 programme on 13 April 2026. That is under four weeks from open to closed, and to secure the assistance an applicant needed an executed sales contract— not an intention, not a pre-approval, a signed contract on an actual house.
Work backwards from that and the whole plan changes. If assistance is part of how you are buying, the house hunting has to be largely done before the window opens, so that you can go under contract inside it. Buyers who start looking when they hear the programme is open are usually already too late. This is the single most useful thing I can tell a first-time buyer in South Carolina, and it is almost never what they have been told.
What is actually on offer
SC Housing, the state housing finance authority, runs several programmes at once. They change year to year, so treat this as the shape of things and confirm the current numbers directly:
- Palmetto Heroes — a low fixed-rate thirty-year loan with forgivable down payment assistance, for teachers, nurses, law enforcement and correctional officers, firefighters, EMTs and paramedics, veterans, active-duty military and National Guard. The 2026 round was ten thousand dollars and has closed.
- Palmetto Home Advantage — forgivable down payment assistance with a statewide income limit of $140,000. That ceiling is much higher than most people assume, which is why a lot of buyers rule themselves out without checking.
- County First Initiative — a reduced interest rate plus forgivable assistance, available in designated counties rather than statewide.
- The SC Housing Homebuyer Program — a competitive fixed-rate mortgage, available with or without down payment assistance attached.
- Families With Disabilities Homebuyer Program — notable because the household income restrictions that apply elsewhere do not apply to it.
- Housing Choice Voucher Homeownership — FHA fixed-rate financing with forgivable assistance, for voucher holders moving from renting to owning.

Two things that quietly disqualify people
The wrong lender. These programmes are delivered through a list of participating lending partners. Your own bank, however long you have banked there, may simply not be on it. Buyers get comfortably pre-approved somewhere, fall in love with a house, and then discover the assistance cannot be attached to that loan. Check that your lender participates before you get attached to anything.
Assuming “first-time” means never. It generally does not. These programmes are typically funded in a way that defines a first-time buyer as someone who has not held an ownership interest in a primary residence for the past three years — and veterans and purchases in targeted counties are often exempt from the requirement entirely. People who owned a house years ago frequently qualify and never ask. Confirm your own status with a participating lender rather than assuming.
Where your money actually goes here
Two South Carolina specifics land on first-time buyers harder than on anyone else, because they are the ones with the least room in the budget. Your closing is supervised by an attorney rather than a title company, so plan for that cost rather than discovering it. And the 4 per cent legal residence rate is not automatic — you apply for it with the county assessor after closing, and until then you are billed at 6 per cent. If your taxes are escrowed, that difference shows up in your monthly payment.
Which market gives you the most room
Assistance goes further where the median is lower, and the Midlands has a wide spread inside a short drive. On current numbers Cayce, Irmo and West Columbia sit around the $250,000 to $262,000 mark, while Lexington runs closer to $368,000.
